Strengthening the role of think tanks is an important trend for information research institutions to adapt to the new policy environment and deepen their internal competences.If information research institutions aim to play a role as vocal and thoughtful think tanks,the capability of information analysis should be the core competitiveness.How to reshape the capability of information analysis,to produce the effect of pulling one hair and moving the whole body and thus realize the new requirements of think tanks is an important theoretical and practical question.Based on the theories and concepts of cognitive psychology,this paper constructs a six-dimensional cognitive structure framework of information analysis,which includes perception,awareness,insight,representation,interaction and reflection,and thus points out the cognitive path to develop the function of think tanks.First,in strategy level,to focus on the generation and exchange of information insights to improve the capability of information analysis;second,in management level,to take perception,awareness,insight,representation,interaction and reflection as a system,the weak elements in those six should be targeted and improved;finally,in execution level,to drive the roles from specialization to high-end through coordinating the relationship and structure among different cognitive elements.This research takes into account the need to adapt to new tasks and improve the original capabilities as well has a certain practical value for information research institutions.
