In the mountainous areas of Central Shandong in the early Qing Dynasty, local officials actively promoted village rules which were based on the Six Edicts and Sixteen Edicts. At the same time, the local gentry class was more active in the ritual reform in their hometown. The gentry,on one hand, accepted the state’s ritual education and understood the official discourse;on the other hand, besides their scholar-offical identity, they were also native and familiar with local customs. They discussed ritual and custom, not only from etiquette at national level, but also with more concentration on local villages’ customs. There existed a sharing and boundary on the education of ritual and custom between the state and the gentry. They had overlaps as well as some distances to each other.
