論文名稱:國民中學學校本位經營模式建構之研究

論文提要內容:
  二十世紀末,學校本位經營是歐美英語語系國家教育改革風潮中的一項改革策略,而本文研究的旨趣,在於透過學校本位經營理論和國外實施經驗的探討,並考量國內的教育環境生態下,嘗試建立一個學校本位經營的參考模式。因此,本研究乃針對國內國中教育人員,利用文獻探討、問卷調查、晤談和個案研究等四種方法所收集到的資料,以電腦套裝軟體SPSS for WINDOWS,進行各項統計的分析。在實證資料方面,所應用的統計方法主要有卡方考驗和變異數的分析法。而在個案研究方面,主要是以問卷調查、晤談、檔案分析和觀察等四種方法,以瞭解他們對實施學校本位經營的看法和意見。茲依據本研究的結果和發現,將結論和建議敘述如下:
壹、結 論
 一、國內實施學校本位經營有其必要性
 二、國內推動學校本位經營有其可行性
 三、經費和課程的自主性是國內推行學校本位經營的賦權領域
 四、國內推動學校本位經營可以促進教師賦權,維護專業自主權
 五、學校本位經營的推動可以促進學校效能的提升
 六、學校本位經營的具體辦法有下列幾個要點:(一)建立以教師和家長共識為基礎的學校願景;(二)依據目標和學生性向,規劃學校和學生未來發展方向;(三)建立易於溝通的扁平化組織;(四)依照教師專長,成立各種工作小組;(五)校長領導角色應從行政領導轉為教學領導;(六)設計誘因機制,鼓勵教師參與;(七)發展學習型組織,建立學校本位進修制度;(八)建立自我評鑑制度,以為未來改進的參考。
 七、學校本位經營的配套措施有下列幾個要點:(一)彈性的經費可供運用;(二)充裕的社會資源;(三)共同研商的時間;(四)研究發展單位的成立。
 八、國內推動學校本位經營相關法令仍未週全,有待修正
 九、學校本位經營模式建構的基本步驟: (一)情勢分析(二)情境探討(三)組織特性的瞭解(四)建立願景(五)成立規劃小組(六)擬定和推動計劃(七)人力資源發展(八)資源運用(九)建立評鑑機制。
 十、學校本位經營的模式,應以綜合模式為宜
貳、建 議
 一、進行教育鬆綁,讓學校經營有自主、彈性的空間
 二、修改部份教育法令,推動學校本位經營
 三、改變教育局傳統角色,將指揮功能改為協助和服務的功能
 四、改變傳統的學校經營模式,以綜合模式建立學校本位經營的主要組織和功能:
 (一)成立學校諮議委員會,作為學校經營的指導單位
 (二)以校務會議成為校內的最高決策單位
 (三)以共識為基礎,建立學校發展的願景
 (四)改革行政領導的偏頗,推動教育性的領導
 (五)以專業導向,建立多元化領導的機制
 (六)成立各種有關學校賦權領域的組織單位
 (七)落實教師賦權,明訂賦權領域,以維護教育專業的自主性
 (八)發展一個學習型的組織,建立學校本位的進修制度
 (九)資源與協助的充分提供
 (十)建立適當的誘因,鼓勵教師參與
 (十一)擴大家長參與,仔細規劃社區的角色
 五、單靠學校本位經營,不易奏效,整體性改革成為必要
A Study of Developing School-based Management Model in Junior High School
The main purpose of this study is to develop a model of school-based management in Junior High School. The methods used in this study are literature survey, questionnaire survey, in-depth interviewing and case study. The following conclusions are found after the study : (1)Deregulation and flexibility in school decision making is a key to providing real opportunities for change. (2)In order to facilitate the school reform , the legislature must adopt a set of amendments to the reform act that dramatically changed the school management. (3)SBM requires the restructuring of most roles in the school district. (4)SBM alone was not enough to make improvement in all schools, so systematic reform efforts are necessary.(5)For the purpose of enhancing school effectiveness, developing a comprehensive model of SBM would be a good strategy for school reform.
