八○年代，伴隨著全球性移民風潮的開始，台灣地區就如同其他許多的亞洲國家一樣，開始出現了新移民的社會現象。其中，又以本國籍男士與東南亞籍及大陸籍女性間之跨國婚姻最為突顯。這些來自於不同社會文化、生活環境、成長背景之東南亞籍及大陸籍新移民女性，在透過以婚姻仲介為主之方式進入到台灣社會後，立即面臨了各種生活適應上的考驗，而外界也慣常於以社會弱勢之角色對待之。 新移民在面臨新環境的適應過程中，確實必須面對許多來自於家庭內、外的多重困難，也正是因為如此，社會大眾在看待新移民問題時，容易從問題的、病態的角度來思考新移民的缺憾，而忽略了新移民個人及家庭本身都是具有能量的，可以成長的，可以運用開發、連結、組合等歷程，重建個人及家庭的資源與長處，不僅達到自我調適功能的增強，更可與生活環境及社會資源密切結合。為達到上述的目的。本文即嘗試以個人充權為基礎，由優勢復原的觀點出發，探討協助新移民適應的充權策略：首先說明優勢復原觀點之意涵與要領，其次再藉由優勢與復原力的概念，提出對新移民充權策略的個人建議與案例分享。
When examining issues regarding new immigrants, it is easy to look from the angle of problems in considering the inadequacies of newly immigrants while neglecting to note the fact that both the individual and the family itself possess the energy and the potential for growth. Through the strength of rebuilding self and family, and combining one’s living environment and resources of the society, a newly immigrant can achieve enhancement of its capability to adaptation. This article attempts to take the strength-oriented, resilient viewpoint as the foundation to discuss the personal empowerment strategy for adjustment issues facing the newly immigrants. Firstly, it will state the meaning and key elements of a strength-oriented, resilient perspective. Then, it will propose personal recommendations for empowerment newly immigrants through the concepts of strength and resilience.
