政策科學在技術上屬於專家主導，科學至上的一門學問。然在實務應用上，由於公共問題的層出不窮，科技發展不僅展現造福人群的潛力，也提高了社會生活的各種風險。因此，政策科學的民主意涵，引起有識者的關注。政策科學與政策專家的角色逐漸由主導者轉變為輔導者，進一步朝向建議者的方向發展。在民主深化的過程中，公民參與所強調的偏好的表達與彙整，與政策科學所強調的理性分析程序之間的對立逐漸尖銳化。易言之，民主與專業之間如何調和，成為民主政治能否由量的計算，提昇至質的改善的關鍵因素。晚近我國在學理上與實務上，通過審議式民主的論述與提倡，在部分政策議題上試圖結合公民參與及政策科學，嘗試避免陷入「第三類型錯誤」的困境。本文以「行為動機」為核心，嘗試耙梳公民參與及政策專家間的不同動機，進一步凸顯兩者間對立的關鍵；也是圖從「行為動機」的角度，對於如何調和與化解提出一些初步的觀察與看法。
