隨著醫療及社會經濟的進步，人民壽命延長與出生率降低，使得高齡人口數量及其佔總人口的比率顯著增加，聯合國指出廿一世紀人類兩大挑戰即為人口都市化及高齡化。世界衛生組織（WHO）提出高齡友善城市的推動也在國際間引起相當共鳴與迴響，本研究以WHO於2010年起推動全球高齡友善城市網絡計畫之目的與架構為藍本，透過背景描述、推動層級與尺度、推動面向、推動策略和部門角色等分析英國、加拿大、澳洲與台灣等國推動高齡友善城市之模式與歷程並進行個案比較研究，探討在不同在地條件特性下，各國所演繹的高齡友善城市推動架構之差異，及各項差異所將面臨的可能潛在問題分析；進而歸納出：建構高層級的合作機制、適合高齡者主動回饋的系統、主要推動組織整合力等三大關鍵成功要素，做為未來建立完善推動架構之建議參考。

Population ageing has become one of the emerging issues in the world due to the success of advanced science, public health, medical knowledge, and technology in the past Century. Accordingly, in response to the vision of Age-friendly cities program proposed by the WHO, this research took the ＂Global Age-Friendly Cities-A Guide＂ (WHO, 2007) published by the World Health Organization (WHO) as a blueprint to explore the practical framework of different country and city. One city in four counties each including the United States of America, UK, Australia, Canada and Taiwan are selected as research targets. By conducting comparative studies from five perspectives, this study further concludes three key elements for a better framework to deliver age-friendly cities program. These three key elements include establishing higher-level collaboration platform at central/federal government level, creating sustainable participation system for elderly and enhancing the organizational integration force of the major promoters.
