Because of the impact of fewer children, the universities must pay more strict and conservative attitude to manage the school administration. This study is based on the theory of institutional research; emphasize the empirical study of data and to explore the new direction of management and operation of sports facilities. Especially on the moment of university education tends to pay attention on enterprise, localization and service. Sports professional should be combined with policy requirements and their own human and material resources, to exert the largest economic scale, to create the greatest value of sports promotion. This study used the literature analysis method, on the current social trends and policy promotion; put forward a comprehensive feasibility of the program. In order to meet the needs of the sports training, we can cooperate with the needs and policies of the present society to provide the direction of the development of the management. 1.
