This is an exploratory research to analyze the association between faction participation and democratic value orientation in local politics. Classifying and testing the related data of the mayors and the township councilmen for the period of 1982-1986, this paper is aimed to develop an analytic framework for the study of the democratic value orientations of local political elites. This study decomposes democratic value orientations into basic democratic value orientation, structural democratic value orientation, and procedural democratic value orientation. This classification is supported by the results of a factor analysis an ANOVA, and a multiple regression analysis. However, the component factors among the three democratic value orientation seen to be substantially correlated. The empirical analysis shows that the faction participation is statistically associated with the democratic value orientations of the local elites. Particularly, the impact of faction participation tends to be more powerful than that of any other factor, such as gender, age, education or family income. However, education and family income seen to be not so significant as Cohen and Lipset have suggested.
