Truck weight control is important for roadway management. Traditional static scales are still used on the freeway system in Taiwan. As the implementation of electronic distance-based toll collection on the freeway system in Taiwan, all the freeway vehicles can pass through toll sections without slowing down underlining the poor operational efficiency of the traditional truck scales that require the vehicle to come to a stop. Therefore, weigh-in-motion (WIM) system is needed in order to improve the efficiency of truck weight control. Mainlane preselecting mode of WIM is recommended in this research. With mainlane preselecting mode of WIM, suspected overloaded trucks are screened and directed to the static scales. This research present the implementation details of the mainlane preselecting mode of WIM, including the location requirement of installing WIM system, types of vehicles ID should be displayed on the changeable message sign (CMS), law enforcement practices, and secondary message for the overloaded trucks return illegally back to the main roadway using bypass ways. The findings of this research could be used as basis of future implementation of WIM in Taiwan.
