題名:荷蘭高等教育評鑑機制之評析與啟示

摘 要 荷蘭在人口數、土地面積與地緣條件與台灣都相當類似,但荷蘭境內的大學已有 數所名列世界百大,其背後完善的高等教育品質保證制度居功厥偉。其認可機構 NVAO不但是世界第一個跨國評鑑組織,更是多項認可標準制訂之先驅,也由於 其參與國際評鑑組織使其影響範圍更為擴大。我國目前大學品質保證制度亦為認 可制,且尚屬初始階段,宜多多汲取先進國家高等教育品質保證制度之優點,除 了美國之外,近年歐洲由於正進行高等教育區域之整合,所以非常注重品質保證 制度之發展,而荷蘭在地緣位置、人口等與我國極為相似,且為歐洲品質保證發 展之領導者,值得我們密切注意其後續發展。因此本研究主要目的為探討荷蘭品 質保證制度之內涵與運作方式,研究發現其品質保證制度有如下特性:市場導向 之選擇性、重視學程之獨特性、跨越疆界之國際性、學生參與之主體性、認可協 定之完整性,以及認可架構之嚴謹性,文末並給予我國在施行高等教育評鑑上之 建議。
Abstracts The Netherlands is similar to Taiwan in many aspects, and several universities in the Netherland have become top 100 universities because of their excellent evaluation system. Their accreditation organization – NVAO is not only the first cross-nation evaluation organization but also the explorer of many accreditation standards. This article discusses the Dutch higher education evaluation system and how it works. The findings are as follows: the selectivity of market orientation, respect to the programme uniqueness, the internationality of cross-bound evaluation system, students as one of the panels, and the completeness quality assessment protocol. Recommendations to promote higher education evaluation system in Taiwan are suggested.
