本文旨在透過對中華民國在台灣地區，自民國三十八年至八十二年間政
治發展的歷史發展過程，及其對經濟與社會互動發展之研究，以探討孫中
山先生政治發展的理論與策略，在台灣地區的政治發展過程中，所產生的
規畫和貢獻，台灣地區政治發展的策略，步驟與途徑，「台灣經驗」形成
的主導與關鍵因素，政治體制和經濟發展與社會變遷間的互動關係，及台
灣地區政治發展所具特色與模式。期望能經由歷史過程，印證台灣地區政
治發展的實際經驗後，為世界上其他新興國家，提供一條可資參考和成功
率較高的政治發途徑。資料來源，主要得自師大圖書館，師大公訓系圖書
室，政大社會科學資料中心，台大法學院圖書院，中國國民黨黨史委員會
，與購自坊間的圖書館。研究途徑，以歷史與結構功能的綜合途徑為主，
發展的研究途徑為輔。全文共分六章十二節，約三十萬言，第一章「導論
」，陳述研究緣起與目的，研究範圍與途徑，研究的基本架構，並提示全
篇重點。第二章「政治發展的規畫」，探討中華民國政治發展的依據，發
展三個時期，及其發展的基本策略。第三章「戒嚴初期的政治體制和運作
（民國三十八年至六十年）」，從國內外環境因素分析，並觀察研究其政
治體制與運作發展情形。第四章「轉型時期的政治體制和運作（民國六十
一至六十年）」，從國內外環境轉變，探討政治體制和社會經濟的轉型及
變遷發展。第五章「解嚴以後的政治體制和政治參與（民國七十六至八十
二年）」亦從國內外環境的轉變，析論解嚴後台灣地區政治體制轉換，政
治參與擴大及政治加速發展情形。第六章「結論」，綜論台灣地區政治發
展所形成的特色及模式，期能出走出「發展」之途的主要原因，及證明孫
中山先生政治發展理論和規畫對台灣地區政治發展之貢獻，並指出台灣地
區政治成功「發展」不是偶發的，亦非自有經驗，而是有其依循與延續，
及明確顯示出台灣地區政治發展的模式是一條足供其他新興國家參考，和
成功率較高的政治發展途徑。

The main purpose of the thesis principally study the historial
course of the political development from 1949 to 1993 at Taiwan
District in the Republic ofChina, and it''s reforming each other
in social & economic. Therefore, we invetigated the theories and
strategy of Dr. Sun Yet-Sen to produce it''s plan
andcontributions, it''s strategy, steps, path in the political
development of Taiwan district. " Taiwan Experience " rresulting
in primary guide and key factor, political system, economical
development and social reform related each other. They are fully
supplied with specialty and model of the political development
in Taiwan district. We expect by way of historical course and
the actualexperience of the political development or reform in
the nexly risen conutriesthe value of reform and the way of
success. The way of research is primarily to integrate the
history and the constructure of function, and secondarily to
ttudy it''s development. The whole thesis is divided into twenty
sections, six chapters, about thirty thousand words. Chapter One
" Introduction " It states the origin and aim,range and path of
the research,basic structure and it''s important political
development"It investigated the basis of the political
development ,3 periods of the development,and the basic strategy
of the development in the Republic of China. Chapter Three"The
political system & it''s employmentat the initial stage of
enforcing Martical law(1947-1971)" We analyzed the environmental
factors within the country and abroad,and observed and studied
the condition of the political system and the employment of
development.Chapter Four"The Political system and its employment
of changing for the better period(1972-1986)"Owing to the change
of the environment within the country & abroad,we investigated
the changing development of the political system,social and
economy in this period,Chapter Five"After liftion curfew,The
political system and the political participation(1987-1993)"
Owing to the change within the country & abroad,we analyzed the
political system changing in Taiwan area, the largely
participation in the government & politics, and the condition of
enlarging,accelerating and taking part in political development
after lifting crufew.Chapter Six " Conclusion" we concluded the
political development resulting in the speical features and the
model,so that we contributed the manin cause of the way of
development, and proved the coutribution if political
development due to Dr.Sun yet-sen.And we ponted out that the
success of "development "in Taiwan is not accidental and
experienced itself,but it has the basis & continuation.And we
definitely indicated the model of the political development in
Taiwan district.It is a valuable reference and a highly
successful political development to the emerging countries.
