題名:資訊系統委外程度與績效之影響因素:一個二階層的實徵性研究

本研究主要應用交易成本理論,建議交易成本的觀念可以用來解釋資訊系統委外的現象與問題,企圖建立具有理論基礎的委外研究模型。而資訊系統委外的現象與問題可概分為兩大部份,一為事前的委外決策,另一是事後的委外管理。關於決策部份,本研究由組織階層探討影響委外程度的因素,包括:資產特用性、不確定性、衡量問題、資訊科技策略重要性、資訊科技能力、財務刺激、創新、高階主管涉入程度與委外經驗;此外,基於委外管理的目的在追求委外績效,本研究由專案階層探討影響委外績效的因素,包括:資產特用性、不確定性、頻率、合約完善程度、夥伴品質與商譽。
在研究方法方面,本研究屬實徵性研究,以系統抽樣方式針對台灣地區大型企業的資訊主管進行大規模問卷調查。共寄出576份問卷,回收率達37.48%。其中,扣除掉沒有採行資訊系統委外的企業,委外程度部分的有效回收率為25.57%,委外績效部分的有效回收率為23.12%。
經資料分析,委外程度方面的研究結果顯示:企業整體資訊環境的資產特用性越高,企業委外的程度將越低;企業整體資訊環境的資產特用性越高,不確定性與企業委外程度的負向關係將越強;企業的資訊科技能力越強,企業委外的程度將越低;企業的高階主管涉入資訊系統活動的程度越高,企業委外的程度將越高;企業過去的委外經驗滿意度越高,企業委外的程度將越低。委外績效方面的研究結果則指出:資訊系統委外專案的資產特用性越高,企業委外的績效將越高;資訊系統委外專案的不確定性越高,委外合約將越不完善;而委外專案的合約越完善,企業委外的績效將越高;資訊系統委外專案的合約越完善、資訊系統供應商的商譽越佳,企業與供應商之間的夥伴品質將越好;而企業與供應商之間的夥伴品質越好,企業委外的績效將越高。
