  網際網路的進步加速了跨組織資訊系統的發展,資訊科技不但擴大延伸了組織間交易、協調及溝通活動的範圍,亦促成了跨組織合作關係的建立。台灣自實施全民健保制度以來,醫療產業的競爭日趨激烈,醫療院所如何運用跨組織資訊系統規劃,以提升競爭力成為重要課題。
  本研究以組織理論之科技與組織相依性的關係為基礎,整合合作關係理論、知識管理理論及價值鏈等相關理論,從產業環境變遷、企業策略規劃,和企業組織等三個主要影響資訊系統策略規劃的因素切入研究主題;再從政府機關近年來委託試辦之研究計畫中,選取在醫院價值鏈具代表性的跨組織資訊系統個案,進行實證研究。
  本研究提出跨組織資訊系統的策略規劃架構及四項研究命題:(1)跨組織資訊系統之主要核心技術不同將導致不同的跨組織合作關係,(2)跨組織資訊系統之主要核心技術不同將導致不同的知識管理應用,(3)不同類型的跨組織資訊系統所產生的組織效益不同,(4)不同類型的跨組織資訊系統所重視的策略規劃特性不同;研究結果顯示四項命題皆獲得支持。
  本研究的主要貢獻:(1)在理論方面,提出跨組織資訊系統的策略規劃架構,提供資訊系統規劃者及研究者完整且系統性的規劃方法。除了重新檢視跨組織資訊系統與跨組織合作的關係,並從電子商務資訊流的角度,分析跨組織資訊系統所促成的知識管理活動型態,以及應用在醫院價值鏈所產生的效益,可做為跨組織資訊系統策略規劃發展的理論基礎。(2)在實務方面,提供醫院管理及資訊部門一個觀念性的整合架構,有助於增進醫療產業跨組織合作關係及知識管理的應用。(3)研究發現亦將有助於政府部門擬定跨組織資訊系統發展政策以提升產業競爭力的參考。
  With the recent advance of the Internet, emerging interorganizational information systems (IOS) have been pervasive in the business-to-business domain. Information technology has expanded the reach of interorganizational transactions, coordination, and communication; and enabled the establishment of interorganizational relationships. The healthcare industry has been facing severe competition since the implementation of the National Health Insurance Policy, hence hospitals need to consider how to strategically employ IOS to raise their competitiveness.
  First, this research integrates academic literature from management information systems, strategic management, knowledge management, and organizational theories, based on organizational interdependency theory, specifically the relationship between information technology and organizations. An IOS strategic planning framework associated with industrial environment change, business strategic planning, and business organization is proposed. Then some empirical cases from the government granted IOS research projects have been selected for analysis.
  A strategic planning framework of IOS and four propositions were derived on the basis of theoretical reasoning. The four propositions are: (1) the different core technology type of IOS will cause a different interorganizational relationship (2) the different core technology type of IOS will cause different knowledge management applications (3) the use of IOS will generate different organizational benefits (4) different types of IOS have different strategic planning characteristics. The research results support these four propositions.
  The major contributions are as follows: (1) The relationship between IOS and interorganizational relationship has been investigated, and the IOS-enabled knowledge management application has been analyzed from the perspective of the information flow of electronic commerce. A comprehensive and systematic planning approach is proposed for information system planners and researchers. (2) To confront the strict environment changes since the implementation of National Health Insurance Policy, a conceptual and integrative framework of IOS is proposed for hospital managers and information system professionals in the healthcare industry. (3) The research findings should also benefit IOS policy-making and industrial competitiveness of government sectors..
