  面臨劇烈的全球競爭,更加挑剔、要求更多的顧客需求,急速縮短的產品生命週期,以及縮減的回應時間,國內外的各企業組織紛紛開始重視「知識創造」,因為在知識經濟時代,知識所帶來創新之機會將成為企業唯一的競爭優勢。然而,在知識創造的過程中,經常面臨系統、工具與方法的選擇問題,尤其是台灣的中小企業,一般來講皆面臨著資源缺乏與競爭激烈的問題。因此,要實施有系統之知識創造過程更是充滿困難。
  台灣之中小企業大多以外銷為主,受到國際客戶對ISO9000認證壓力及市場品質之競爭壓力,造成台灣中小企業對ISO9000的推行動機比大企業強烈。ISO9000是一套以流程管制,建立標準化的品質管理系統,此一系統與知識創造存在密切關係。然而大部份之企業並不清楚如何應用ISO 9000成為一知識創造之平台以獲得創新機會。本研究擬以在國內中小企業施行比例甚高之ISO 9001:2000品質管理系統作為中小企業推動知識創造系統化過程之開端。於研究過程中首先提出一個依據ISO 9001:2000標準條款要求之流程模式並探討其中蘊含之知識創造的機會。其次,依據德菲法訪談專家以探討可促進知識創造的ISO 9001:2000流程活動。接著,結合本研究提出之ISO 9001:2000流程模式與Nonaka 與 Takeuchi的SECI 模式及Nonaka 與 Konno 之 ba 的情境觀念提出一個ISO 9001:2000之知識創造模式。最後,以一通過ISO 9001:2000認證之台灣中小型企業呈現此一模式之應用過程,以協助企業有效創造知識、提昇企業價值。
 ISO 9001:2000 has become a favored system for many organizations seeking to improve its infrastructure. It also can become a point of departure for creating innovation within an organization. An innovation process involves using existing knowledge, but also often requires generating and acquiring new knowledge. In order to sustain an organizational innovation advantage, the knowledge on which ISO 9001:2000 should focus for deriving the intelligence knowledge is unique and difficult to imitate. This study describes organizational innovation by way of the ISO 9000 knowledge creation process. A process model that integrates ISO 9001:2000 clauses is proposed. We design and use a Delphi approach to identify activities within this process model, which will facilitate knowledge creation practices.A comprehensive ISO 9000 continual improvement framework in which the socialization-externalization combination, internalization (SECI) modes, and various “ba” proposed by Nonake and Konno are introduced for organizational innovation toward customer satisfaction, is proposed. Empirical research, involving a case study with the thematic analysis, is presented to illustrate the proposed framework. The results of the case study reveal that the proposed framework can be easily implemented in an organization to facilitate the creation of corporate knowledge and effectively enhance the firm’s competitiveness.
