This study examines how cross-border learning contributes to the innovation of the firm as a result of their dynamic and reciprocal relation with the firm's organizational slack resources. Present study hypothesized that the relationship between cross-border learning and innovation output is S-shaped. Moreover, the moderating role of organizational slack was recognized according to literature. Organizational slack has been conceptualized along two dimensions- absorbed slack and unabsorbed slack. While two types of slack represent fundamentally different impact on innovation, there have been little empirical findings on how these two different slack can influence innovation during the time firm diversify its technological competencies over a wide range. Longitudinal data on 305 Taiwanese firms in information technology sector collected to test the hypotheses. The findings support our prediction. Innovation output increase while firms decentralizing their R&D activities, decrease while transition, then increase again during the recentralization. Organizational slack have positive impact on R&D internationalization and innovation output. Moreover, the moderating effect of organizational slack on the S-shaped relationship is negative. Managerial implications and future research directions are discussed.
