當今在高度競爭的市場環境當中,資訊科技的進步正迫使電子金融服務產業必須去最適化任何一個可能產生利潤的機會。新的電子通路與時俱進不斷的推陳出新。網路自動櫃員機的出現正是這股新型態服務模式發展中的其中一個代表。然而決定讓這新型態機制的網路自動櫃員機是由委內或委由第三人處理的這個決定完全是策略面問題,決策的後果卻會深深影響企業未來的生存與發展。因此,組織迫切需要一個精密的工具及技術,可以確保資訊部門中的每一工作任務,在委派決策時可以將任務分派的選擇方案中做出正確的判斷,而任務分派的選擇方案可能是委外(Outsourcing)、委內(In-sourcing)與合作式委外(Co-sourcing)。
特別的是在隨著企業電子化的來臨與成長,資訊科技與系統委外已經成長成為百億美元的龐大產業(Goo et al., 2000)。企業間的協同合作與新形型態的合作模式預料將更形蓬勃與重要的同時。在面對如此委派策略一連串的混合決策,作者擬提出一個可以落實營運策略管理目標並能找出最適資訊部門IT專案任務分派的多準則 (Multiple Criteria Decision Making; MCDM) 數量決策模式,結合決策實驗室法(Decision making trial and evaluation laboratory, DEMATEL)、分析網路程序法(Analytic Network Process,ANP)和0-1整數目標規劃法(Zero-One Goal Programming,ZOGP)來尋求委派決策問題的有效解決。祈能藉由如此的努力來協助組織在資源有限的條件下,不僅能有效利用內、外部的資源,同時還能達成組織營運策略管理所設定最適化的目標。除此之外,決策者也能更具體的衡量並校正組織策略方向、設定資源投入的優先順序、以及透過委派決策模式的決定而取得更好的營運效果。最後也是最盼望的是藉由本研究的結果希望本文能為Web ATMs的可能發展提供既能滿足C2C企業經營模式又能符合Web 2.0趨勢的策略性思考方向。
In today’s highly competitive marketplace, a thrust of the advancement of information technology is forcing the retail banking industry to optimize every possible revenue-generating opportunity. New electronic channels are replacing the more traditional ones. Web ATMs system represents one of the recent developments in financial service distribution. Nevertheless, the decision to keep this Web ATMs functions in-house or contract with a third-party service provider is entirely strategic and can dramatically impact the bottom line of any organization. In order to adequately evaluation the sourcing decision for Web ATMs, therefore, an organization requires sophisticated tools and techniques to ensure correct action can be taken proactively and involved tasks can be then assigned favorably among alternatives of sourcing, including outsourcing, in-sourcing, and co-sourcing.
Particularly, information technology and systems (ITS) outsourcing has grown to become a multi-billion dollar industry with the advent and growth of the e-business paradigm (Goo et al., 2000). The creations and models of cooperative agreements between organizations have been more common and opening up new growth for the services. In facing such IT sourcing strategy Mix decisions, here, authors proposed a quantitative decision model, combining the DEMATEL, ANP and the ZOGP methods, for reaching effective problem-solving. It is expected that this work can help an organization not only take good advantage of its internal or external resources to set priority for task arrangement in the portfolio of sourcing decision but also can achieve its organizational goals to optimize the operations strategy and management under the constraint of the limited resources simultaneously. Moreover, practitioners can more particularly evaluate how each sourcing decision is well aligned with the company’s strategic direction, set priority and reap the most benefits from sourcing decision. Last but not the least, it is also expected that this article could provide strategic thinking with some apocalypses of Web 2.0 to steer the banking system for achievable changes in a direction that is consistent with the needs and expectations of a population, especially in C2C business model.
