本研究主要探討環境經濟學中的三項主要的議題,分別為政府環保政策、多邊環保政策以及外人直接投資對環保稅率的效果。為了符合晚近的實證,本研究也將引進異質生產力的模型以研析上述議題。在最適環保政策一章,本研究得出最適環保政策於封閉與開放經濟體系下結論不一致,原因為家計單位可透過消費國外財貨種類以弭補本國產品種類的損失;於多邊環保政策一章,單邊環保政策無法降低全世界的總污染量,歸因於高稅率國家會將污染移轉至低稅率國家;於外人直接投資一章中,外人投資的存在不僅不能降低總污染量,反而導致污染天堂的出現。
