近年全球受到環境變遷以及能源短缺議題的重大影響,天然災害與能源價格飆升對於經濟成長造成嚴重的影響,人們必須考量經濟發展是否能調適與整體環境共存,而非無止盡的消耗。本研究第一部份之由個案研究之方式針對荷蘭近年來因應氣候變遷現象所發展出運用「在地化水資源」概念為核心的「創新水資源管理系統」為案例,提供未來台灣遭受氣候變遷衝擊時,得以進行的氣候變遷相關調適政策規劃及技術發展之方向。透過台灣與荷蘭在水資源管理發展現況綜合比較,本研究提出台灣可將以區域概念所發展的創新水資源管理系統融入政府的國土規劃,使創新水資源管理系統得以區域化發展方向進行。期望可使台灣未來面對氣候變遷之水資源衝擊時,能同時達到「調適」及「減緩」衝擊之目的。
第二部份我們希望能提出減緩氣候變遷同時兼顧經濟發展的看法。再生能源的發展被許多政策制定者認為可以達到三個目標「永續能源 (Energy)」、「環境 (Environment)」以及「經濟 (Economy)」,其通稱為「3E目標」。台灣為一創新取向的島嶼型國家,然而資源卻相當有限,,所以綠能發展與減碳的政策與策略議題顯得格外重要。經由專家訪談結果顯示水力、太陽能及是最為重要並同時可以達到台灣「3E目標」的再生能源。 建構最適再生能源組合進行與碳權交易整合之規劃,為第二階段之主要研究。此乃基於單純發展再生能源技術所創造之效益有限,因此本研究整合再生能源技術與碳權交易,形成新型態的商業模式,除了可以增加再生能源技術外溢價值外,更期望透過本研究之規劃能有效結合碳權交易,使台灣在碳權交易市場能有所突破。
而在能源使用重新規劃以及分配的思維之下,將內燃機引擎轉換成電動馬達為動力來源,最直接的影響將是降低二氧化碳的排放量。另一方面,電動車也可能成為未來智慧電網發展的重要角色。電動車技術發展日新月異,台灣眾多的相關廠商欲參與龐大的商機,政府也希望從政策方面著手,試圖扶植台灣企業使之在全球電動車版圖中佔有一席之地。本研究第三部分以五角鑽石模型分析產業競爭力,配合我國電動車產業發展情況,確認本研究之評估構面,搭配決策實驗室評估法並由實證結果探討台灣電動車產業未來發展競爭優勢之主要因素。根據實證結果發現政府支持為當下最重要之資源投入項目。
Global climate change, carbon emission and high oil price have been tied together and have become a worldwide concern due to the great impacts they have on the global eco system, both economic side and natural side. Therefore sustainable development issues are now a worldwide trend and a principle of co-existence and co-prosperity between human society and the nature environment. In this study we discussed the sustainability issues from three dimensions, water resource management, the carbon cap and trade (C&;T) platform and the electric vehicle (EV) industry of Taiwan.
In the first section we briefly gave an introduction of this study. In the second section we reviewed the Netherland’s “innovative water management system” which revolves around local water resources in response to the climate change. Through the literature reviews and comparison discussion, we proposed a way of the policy planning and technology development to Taiwan to adapt climate change problems, it showed that water management system can be reestablished by organization, land, law, finances and governance reforms. In the third section we reviewed the strategic issues in renewable energy development and carbon reduction of Taiwan, and discussed the potential of the resources in the area of carbon abatement and renewable energy. The Delphi method was applied to select the sources of renewable energy that meet the requirements of the environmental, economic, and energy policy goals of Taiwan. In addition, a conceptual platform was designed to integrate the mechanism of C&;T and to suggest renewable energy technologies. A SWOT analysis and case study were used to elaborate on and verify the empirically functioning aspects of the platform design. In the fourth section we used Porter’s diamond model as an underlying theory to describe the sources of national competitiveness, and the DEMATEL method was employed to analyze the model to explore what constitutes national competitiveness in EVs development and how a given nation can efficiently achieve that development in its EV industry. To achieve the best possible result in establishing the EV industry, our research results suggest that a nation should pay greater attention to competitive factors in the cause group. The limitations and the future research suggestions of this study were listed in the last section.
