  本論文延伸Harris and Todaro (1970)城鄉失業模型的概念,分析環境政策對於以外人直接投資與都市失業率的影響。本論文證明:倘若地主國政府調降環境稅,則以多國籍企業形式的跨國資本流將由母國移至地主國,導致地主國都市製造部門中的失業率減少的結果。除此之外,本論文發現:假設地主國政府採取自由貿易政策,則以多國籍企業形式的跨國資本流將由地主國移至母國,導致地主國都市製造部門中的失業率增加的結果。
  This thesis extends the Harris and Todaro (1970) model of urban-rural unemployment to analyze the effects of environmental policy on the foreign direct investment and the urban unemployment rate. This thesis proves that when the host country reduces the environmental tax, the flows of capital from the parent country to the host country would happen, which would lead to a decrease in the urban unemployment rate. In addition, this thesis finds that when the host country adopts the trade openness policy, the flows of capital from the host country to the parent country would happen, which would lead to a rise in the urban unemployment rate.
