中國為全球第二大物聯網市場,而臺灣擁有發展物聯網的關鍵技術,且為全球產業供應鏈之一,在物聯網的時代更不可缺席。本研究以中國與臺灣物聯網相關產業為研究對象,首次應用動態網絡資料包絡分析(DNSBM)來分析兩岸物聯網相關產業創新效率、經營效率與整體效率並進行比較,本研究進一步運用脈衝分析(IRF)談討政策推行對效率的影響,研究結果顯示中國方面在2009年「感知中國」實施後的第1年,創新效率顯著增加,2011年推行「十二五規劃」第4年經營效率與整體效率在政策實施後效率上升,2016年「十三五規劃」實施後的第1年創新效率增加,另經營效率卻在政策執行後第2年有負向顯著反應,本研究認為中國IOT相關產業無論創新、經營與整體效率皆與政府政策有很強的連動效果,惟「十三五規劃」因美中貿易戰,確實影響效率表現。
臺灣方面2010年「產業創新條例」實施後的第1年,創新效率顯著下降,而經營效率與整體效率在第2年顯著下降,第4年經營效率與整體效率分別顯著提高,2016年較放寬抵減研究發展支出優惠政策後,第1年創新效率顯著增加,而經營效率與整體效率分別顯著提高,本研究建議政府施行相關產業政策時,可將鼓勵研發投入獎勵措施納入,以發揮政策執行成效。
China has become the second largest IOT market in the world. As part of the global industrial supply chain in possession of the key technology for developing IOT, Taiwan occupies an indispensable place in the IOT era. This study is the first to use dynamic network slacks-based measure (DNSBM) to analyze the innovation efficiency, operational efficiency, and overall efficiency of the IOT industry in China and Taiwan.
This study further uses impulse analysis (IRF) to discuss the impact of policy implementation on efficiency. In China, the research results show that in the first year after the implementation of " Sensing China " in 2009, the efficiency of innovation increased significantly. In 2011, the fourth year, the operating efficiency and overall efficiency increased after the implementation of the "12th Five-Year Plan". In 2016, the innovation efficiency increased in the first year after the implementation of the“ 13th Five-Year Plan ”, but the operating efficiency had a negative and significant response in the second year . This study found that the innovation, operation and overall efficiency of IOT-related industries in China have a strong linkage effect with government policies, but the “ 13th Five-Year Plan ” does affect the efficiency performance due to the U.S.-China trade war.
In Taiwan, in the first year after the implementation of the " the Statute for Industrial Innovation implemented " in 2010, the efficiency of innovation decreased significantly, while the operating efficiency and overall efficiency decreased significantly in the second year, and the operating efficiency and overall efficiency increased significantly in the fourth year.
In 2016, when the preferential policies for offsetting research and development expenditures were more relaxed, the efficiency of innovation in the first year increased significantly, while the operating efficiency and overall efficiency respectively increased significantly. This study suggeste that when the government implements relevant industrial policies, innovation measures can be included to give play to policy implementation Effectiveness. In addition, the Taiwan government can include innovation measures to encourage to the effectiveness of policy implementation.
