由於可持續供應鏈管理的複雜性,使得其管理可能出現各種不同的風險因素。在資源有限的情況下,電信服務公司無法同時實施多種改進措施來克服每項風險因素。因此,學者建議電信服務業應評估風險因素之間的關連關係,探索改進措施的決定因素。以印度電信行業的可持續供應鏈管理為研究對象,本研究目的在應用混合式方法來分析及識別關鍵風險因素,以提供其增強可持續供應鏈管理的方針。本研究通過文獻回顧來識別風險因素,然後在專家的幫助下,採用模糊德爾菲法(Fuzzy Delphi Method, FDM)分析識別出11個關鍵危險因素。再應用模糊解釋結構模型(Fuzzy Interpretive Structural Modelling, FISM)和模糊決策試驗與評估實驗室(Fuzzy Decision-Making Trial and Evaluation Laboratory, FDEMATEL) 方法評估這些關鍵危險因素之間的關連關係,並分析探索它們之間的驅動力和依賴性。兩方法分析的共同結果是:政府政策(法律和法規)(R13)、技術和管理流程引進困難(R9)及客戶期望變化(R11)是印度電信服務中對可持續供應鏈影響最主要的關鍵危險因素;電磁輻射的健康影響(R16)是連鎖風險因素。此外,非法活動(例如2G詐騙)(R3)及環境污染(R18)都受到高驅動力關鍵危險因素的間接影響。此項研究結果對印度目前電信行業的可持續供應鏈管理具有重要的管理意義,包括為減輕及預防關鍵危險以增強可持續性,政府應該建立公正、公平、開放的確定法律及法規以防避電信行業供應鏈風險;電信服務提供者應監測快速發展的技術,並注重技術學習和組織能力發展,以克服技術變革造成影響的風險。本研究主要的貢獻是應用混合方法建立層級結構模型,以有效理解關鍵危險因素關係,並探索決定性風險因素,以幫助電信服務提供者更好地規劃和設計有效的改進策略,以強化可持續性供應鏈管理。
Different sources of risk factors can happen in sustainable supply chain management due to their complex nature. The telecommunication service firm cannot implement multiple improvement practices altogether to overcome the risk factors with limited resources. The industries should evaluate the relationship between risk factors and explore the determinants of improvement measures. The present study aims to analyses and identify critical risk factors (CRFs) for enhancing sustainable supply chain management practices in the Indian telecommunication industry using the hybrid approach. Risk factors are identified through the literature survey, and then with the help of decision makers, 11 CRFs are identified by using a fuzzy Delphi method (FDM). The relationship among these CRFs has been analyzed by using fuzzy interpretive structural modelling (FISM) and Fuzzy decision-making trial and evaluation laboratory (FDEMATEL) methods to explore the relationships between them. Furthermore, the driving and the dependence power of those CRFs are analyzed. The common result of the present study is that the risks government policies (laws and regulations) (R13), difficulty in import technology and process (R9), change of customer expectations (R11) are the most affecting CRFs of the sustainable supply chain (SSC) in telecom service. The risk health effects of electromagnetic radiations (R16) is the linkage risk factors. In addition, the risk factors illegal activities (e.g.2G scams) (R3), environmental pollution (R18) are indirectly affected by high driving power CRFs. Based on the results, for mitigating or preventing the risk and enhanced sustainability of telecommunication service firm in Indian, the government could build justice, fairness, open laws and certainties, and regulations to prevent risk in the telecoms industry supply chain; service providers could monitor the rapidly evolving technologies and focus on technical learning and organizational capacity development to overcome the impact of technological changes. The contribution of this study is using a hybrid approach to establish a hierarchical structural model for an effective understanding of CRFs relationships and to explore decisive risk factors that can help telecom service providers to better plan and design effective improvement strategies to enhance sustainability supply chain management.
