題名:國家創新矛盾關鍵因素分析之探討

積極投入創新與研發是否一定可以獲得同等的價值回報?本研究從台灣與世界各國的研發投資相關數據觀察發現,研發與創新的投入並不等同於價值的產出與競爭力的提升,包括台灣在內的許多國家都呈現出研發投資與產出績效不對等的現象,然而眾多研究的結論僅止於研發投資及經濟成長的相關性驗證,並無進一步探討究竟是哪些關鍵因素造成了研發投資與預期經濟成長的差距,為了更全面探討這個議題,本研究將此研發創新投入與產出績效不對等的現象定義為「國家創新矛盾」(National Innovation Paradox),並探討形成此現象主要的關鍵因素為何.
根據實證的統計數據與文獻回顧顯示,不只是台灣,中國大陸、土耳其或是發展中的東歐國家同樣面臨了國家創新矛盾的現象,研發投資的轉化效率不高,短期利潤研發投資無處不在。缺乏具有自主智慧財產權的核心技術。科技成果轉化率不高,市場整合進程相對緩慢,這正是本研究想闡述的「國家創新矛盾」現象與觀點,意即國家對研發創新的投入無法轉化為有效的商業價值,進一步提升國家、產業的經濟成長與附加價值.
本研究根據多種統計資料庫與文獻探討的結果,整理出國家創新矛盾的四大構面與16項關鍵因素,經由發放專家問卷於產、官、學、研各界之高階研發主管專家,針對專家所填寫問卷內容,透過層級分析法(AHP),進行分析與導出研究結果,統計出各項目因素之權重,再依序權重之影響性程度高低,導出實證結果。
本研究分析發現:政府部門的研發政策方向、產業部門的專利發展策略、高等教育部門的跨界產學合作,以及研究機構部門的衍生新創事業成果是影響國家創新矛盾的四個主要關鍵因素.
Will positive investment in research and development (R&D) achieve the equalized value return? This study is to observe the global R&D statistic data and literatures in Taiwan and finds that the R&D investment is not equal to the competitiveness and the value of the return. Taiwan and many other countries have shown the phenomenon of R&D investment and the mismatched return of value. Many previous researches only focus on the correlation of R&D investment and economic growth without fur-ther exploring the key factors causing the gap between R&D investment and expected economic growth. In order to explore this issue in a more comprehensive way, this study defines the phenomenon of the inequality of R&D investment mismatched with the return of value as the "National Innovation Paradox". This study also explores the identification of the main key factors of the national innovation paradox.
According to the empirical statistics and literature review, Taiwan, China, Turkey and developing Eastern European countries are currently encoun-tered the phenomenon of national innovation paradox, R&D investment with low value return, and short-term profit return. Lack of core tech-nologies with IP rights, low conversion rate of scientific and technologi-cal achievements, the progress of market integration is relatively slow, which is the phenomenon and viewpoint of "National Innovation Para-dox". It means that the country investment in R&D innovation cannot be translated into effective commercial value, and then further enhance the economic growth and benefit of the industry in a country.
This study uses Analytic Hierarchy Process (AHP) as the research meth-odology. According to the results of various statistical databases and lit-eratures, this study summarizes four categories and 16 key factors of na-tional innovation paradox through the expert interview questionnaires to generate the research framework.
This study finds that the R&D policy of government sector, the patent development strategy of the industrial sector, cross-border industrial and academic cooperation in the higher education sector, and the new business incubation of the research institution sector are the four main factors affecting the national innovation paradox.
