題名:應用AHP-TLF-RMCGP處理機場地勤設備購買最適化決策模型之研究

選擇機場地勤服務公司設備供應商是一件非常重要且複雜的問題,其能提供機場地勤公司日常運營的安全保證。主要研究目的為幫助臺灣機場地勤服務公司採購經理人員能使用簡單的評估模式以確定最合適的機場地勤服務設備供應商,及求解機場設備購買最適量。研究方法是整合層級分析法、模糊線性規劃式、田口損失函數暨修正多選擇目標規劃式等決策模型來幫助機場地勤服務公司採購經理人員選擇最適合的機場地勤服務設備供應商,使用田口損失函數權重加上修正多選擇目標規劃式以提供機場設備購買最適量。最後,經由實例驗證分析可得知使用整合層次分析法及田口損失函數暨修正多選擇目標規劃式決策模型可得到最適合設備供應商是S3,及設備供應商S2可提供最適供應量推送30台,拉式35台。本文主要貢獻是比較AHP、AHP-FLP和AHP-TLF-RMCGP機場設備購買決策模型幫助機場公司採購經理人員解決設備供應商選擇問題。此模型可以使航空地勤業採購經理人員在品質管理、維修保養、產品保證、技術轉讓、合作名聲以及合理價格的考慮下做明確決策。此採購量最適化模式貢獻如下:其一允許決策者設置與設備供應商標準相關多個需求水準。亦指修正多選擇目標規劃式的優點是可以讓決策者同時滿足多選項目標水準達成,意即同時達到滿意的水準,用鎖定目標值的大小,來達到滿意水準。其二有助於解決不確定因素問題。此外,AHP-TLF-RMCGP模型可能有利於解決不同的多準則決策問題,例如模糊不確定數據決策的問題。另外,本論文研究將可以提供相關地勤公司同業來參考。

Choosing an equipment supplier for an airport ground handling company is a very important and complex issue, which can provide security guarantees for the daily operations of the airport ground handling company. The main purpose of the research is to help the purchasing managers of Taiwan Airport Ground Service Company to use a simple evaluation model to determine the most suitable airport ground service equipment supplier, and to find the most appropriate amount of airport equipment purchase. The research method is to integrate decision models such as Analytic hierarchy process (AHP), fuzzy linear programming (FLP), Taguchi loss function (TLF) and revised multi-choice goal programming (RMCGP) to help airport ground service company procurement managers choose the most suitable airport ground service equipment supplier, using Taguchi loss function weight plus the revised multi-choice goal programming to provide the most appropriate amount of airport equipment purchase. Finally, through the example verification and analysis, it can be known that using the integrated analytic hierarchy process and Taguchi loss function and the revised multi-choice goal programming decision model can be obtained that the most suitable supplier is S3, and supplier S2 can provide the most suitable supply to push 30 units and pull 35 units. The main contribution of this paper is to compare AHP, AHP-FLP and AHP-TLF-RMCGP airport equipment purchase decision models to help airport company purchasing managers solve the supplier selection problem. This model allows the aviation and ground handling industry procurement managers to make clear decisions in the consideration of quality management, maintenance, product assurance, technology transfer, reputation for cooperation, and reasonable prices. The contribution of this procurement optimization model is as follows: First, it allows decision makers to set multiple demand levels related to supplier standards. It also refers to the advantage of multi-choice goal planning that allows decision makers to meet the multi-choice goal level at the same time, which means to achieve a satisfactory level at the same time, and use the size of the target value to achieve the satisfactory level. The second is to help solve the problem of uncertain factors. In addition, the AHP-TLF-RMCGP model may be beneficial to solve different multi-criteria decision-making problems, such as fuzzy uncertain data decision-making problems. In addition, the research in this paper will provide reference for related ground handling companies.
