題名:永業文官新公共服務與廉正組織行為

本研究的問題意識在於政府部門若欲提升廉能治理的效能,必須透過「廉政建設的制度建立」與「組織成員廉正行為的養成」二者同時進行;其中藉由組織成員廉正行為的互動進而形成的廉正組織行為,因此產生的正向團體動力與內部凝聚力,能有助於廉能組織文化的建立,進而有利於提升組織在廉能治理的效能。
本研究乃以永業文官為受試樣本,目的在於檢測永業文官新公共服務與廉正組織行為,並藉由分析新公共服務七大精神之內涵,定焦公共利益為新公共服務之核心價值,並以職能模型做為概念轉換,嘗試編製公共利益態度量表,再以之探討永業文官之公共利益態度與廉正態度之間的關係。
本研究問卷以網路進行施測,先以300位受試樣本,分別採用探索性因素分析與驗證性因素分析進行測量工具之效度檢定,再以220位受試樣本,進行測量工具之信度分析與建構關聯效度分析,並以迴歸分析進行主要研究假設之檢定。結果顯示,本研究自行編製之公共利益態度量表與採用之廉正態度量表皆有相當不錯的信度與效度,且主要研究假設四與假設五皆獲得支持,亦即永業文官之公共利益態度與內控人格特質傾向皆對廉正態度有的顯者影響,其中,又以公共利益態度之可解釋變異量為最高。
據此研究結果,本研究提出型塑永業文官廉正組織行的途徑,期望藉由職能模型轉換的概念,以及以組織行為做為思考與行動的方式,提高永業文官之廉正行為,進而建立廉能的組織文化,以提升廉能治理的效能。
The problem consciousness of this study is that if government departments want to improve the effectiveness of clean governance, they must simultaneously conduct both the "institution of integrity construction" and the "cultivation of integrity behaviors of organization members". The formed integrity of the organization, the resulting positive group dynamics and internal cohesion, can contribute to the establishment of a clean organization culture, which in turn is conducive to the improvement of the organization’s effectiveness in clean governance.
This study is thus based on the career civil servants as the samples. The purpose is to test the career civil servants' new public service and integrity organization behavior. By analyzing the connotation of the seven spirits of the new public service, the public interest is focused on the core value of the new public service. Applying the competency model as a conceptual transformation, this study try to create a public interest attitude scale, and then use it to explore the relationship between the public interest attitude and the integrity attitude for the career civil servants.
The questionnaire in this research was conducted on the Internet. Firstly, 300 subjects were used to verify the validity of the measurement tool by exploratory factor analysis and confirmatory factor analysis. And then 220 subjects were used as the measurement tool for reliability analysis and construction correlation validity analysis, and use regression analysis to verify the main research hypotheses.
The results show that the public interest attitude scale developed by this research and the integrity attitude scale adopted by this research have quite good reliability and validity, and the main research hypothesis 4 and hypothesis 5 are both supported, that is, the career civil servants both the public interest attitude and the internal control personality traits have obvious influence on the integrity attitude. Among them, the explainable variation of the public interest attitude is the highest.
Based on the results of this research, this study proposes ways to cultivate the integrity of career civil servants. It is hoped that through the concept of competency model conversion and organizational behavior as a way of thinking and acting, the integrity of career civil servants will be improved. An effective organizational culture can be established to enhance the effectiveness of clean governance.
