全球暖化對人類社會影響甚鉅,2050 年實現淨零碳排是國際的一個重要趨勢,也是各國必須認真面對的一個問題,近年來,世界各國已承諾並支持加入此一淨零碳排的倡議。臺灣也應積極參與以減少二氧化碳的排放,並藉由推廣再生能源,以再生能源取代化石燃料發電可有效與快速地減少碳排放。推動淨零碳排的過程中也將帶動臺灣綠色產業的發展,除了可建立自主產業供應鏈外,更可以提升臺灣經濟的成長和增進綠色競爭力。臺灣也面臨國際碳邊境稅和碳交易的挑戰,應儘速向其他領先國家學習,藉由他國的經驗來建立更明確的政策方向。本研究彙整並分析了全球幾個主要的國家和重要國際企業發布有關淨零碳排的最新資訊,並使用 LEAP 進行推動再生能源對減碳的貢獻等模擬分析,以探討及分析臺灣到 2050 年實現淨零碳排的幾項假設情景。
To plan and implement the target of net-zero emissions by 2050 is a very critical issue for all the community in the world. Many governments take a stand and make promise to support and the action. It is very important for Taiwan to progressively participate in emission reduction and promote renewable energy. It shows eliminating fossil fuel with renewable/green-alternative energy will efficiently cut carbon emissions and boost a new type of green industry. The green industry promotion will drive new supply chains, thrive economic growth and global industry competitiveness of Taiwan. Taiwan is facing the challenges from international about “carbon boarder tax” and “carbon trading” issues but it should learn from other countries as soon as possible which helps set a clearer policy direction. This study includes the latest reports on net-zero emissions announced by many countries and global business. We also conduct the simulation analysis through LEAP to research the hypothetical scenarios for reaching net-zero emissions in Taiwan by 2050.
