近年來臺灣產業在國際舞台的能見度越來越廣,也吸引許多國外企業或國內投資者加大投資臺灣的力度。臺灣優異的製造與創新能力造就了臺灣經濟奇蹟與護國神山,這些經濟成果背後的工業園區就是默默作為產業發展的後盾。各工業區效率高低對於利害關係人就顯得格外重要。本研究旨在建立一套適合衡量工業區綜合效率的評估模型,採用相對效率和目標管理的管理思路,在概念層面建立水資源管理效率測度模型,並採用修正式德爾菲法發展水資源管理效率測度模型。 採用無需主觀設定權重的DEA數據包絡分析法,用於分析園區的整體運營效率。本研究收集31個經濟部工業局直屬管理的產業園區及園區廢水排放的政府開放資料相關數據,應用DEA法衡量各工業區的營運效率並結合本研究開發的模型來計算水資源管理值。將園區營運效率透過比較集合分析分為四群,且搭配各園區的水資源管理效率值,可以更客觀且全面掌握各園區的實際營運情況,也能做為實務投資的重要參考依據。
In recent years, Taiwan's industries have gained significant visibility on the international stage, attracting both foreign companies and domestic investors. Taiwan's exceptional manufacturing and innovation capabilities have been considered as economic miracle and mountain-like guardian for the country. However, it is important to recognize that the industrial parks supporting these achievements serve as the backbone of Taiwan's industrial development. The efficiency of each industrial park holds immense value for stakeholders.
This study aims to develop an appropriate assessment model for evaluating the overall efficiency of industrial zones. The proposed model adopts a management philosophy centered around relative efficiency and target management. It also incorporates a conceptual framework for measuring the efficiency of water resources management. To determine the feasibility of this model, a modified Delphi method is employed. Furthermore, the study utilizes data envelope analysis (DEA) without subjective weighting to analyze the overall operational efficiency of the industrial parks.
For this study, data from 31 industrial parks managed by the Industrial Development Bureau of the Ministry of Economic Affairs (MOEA) were collected, along with government-provided open data on wastewater discharges from these parks. The DEA method is employed to measure the operational efficiency of each industrial park and calculate water management values by integrating the developed model. By employing a Comparative Analysis Approach, the operational efficiency of the industrial parks is classified into four groups. The water management efficiency values for each park provide an objective and comprehensive understanding of their actual operational situations. These values can also serve as crucial references for practical investment decisions.
