題名:台灣稻米公糧公私部門夥伴關係營運模式之研究

公私部門夥伴關係(public-private-partnership, PPP)指的是政府公部門與企業私部門,以對等的合作夥伴關係,為社會提供公共產品或服務,促使社會公眾的利益最大化。而PPP具體的模式,不斷在發展與演變。由於過去PPP的研究結論套用在農業營運模式上是多有侷限,本研究以台灣稻米公糧為例,再次檢視公私部門夥伴關係的運作模式。本研究透過文獻發現了契約不完整、缺乏長期契約保障、價值共創和分配所帶來的張力。基於這些研究缺口,本研究透過深度訪談資料和相關文獻的對話論證提供研究發現,研究對象包含農糧署糧食產業組及糧食儲運組,兩位執掌公糧業務主管,六位公糧業者負責人,三位農會總幹事和三位稻農。在公糧制度下之公糧生態系成員,建立公私部門夥伴關係營運模式方式,以及在公私部門夥伴關係營運模式下的價值共創和分配。其中包括對夥伴關係成員的詳細描述,例如合作模式、資源分享、溝通方式和互動頻率等。本研究發現公糧產業生態系成員為解決社會性困境,透過滾動性契約的執行落實,業者作了專屬性投資及政府對公糧的保價收購與防弊機制,與生態成員的競爭合作,共同創造政府國家糧食與食品安全的價值,也為業者及稻農創造穩定的獲利。最後產生之研究結論與建議,將有助於讀者全面了解公私部門之夥伴關係營運模式,以及夥伴關係在相關產業中的作用與價值。
Public-private partnership (PPP) refers to an equal and cooperative relationship between the public sector (government) and the private sector (such as business). The PPP aims to maximize the interests of public goods and services via the collaboration between the public and private sectors. The specific models of PPP have been continuously evolving and developing. However,there are several limitations when applying previous research results to the agricultural industry.By using Taiwanese Public Stock Paddy as research setting, this study reexamines the operational model of PPP.Using the qualitative study, this paper interviews two directors of the Food Industry Division and Food Storage and Distribution Division of the Agriculture and Food Agency in Taiwan, six heads of public grain business firms, three general secretaries of agricultural associations, and three rice farmers. This study finds that the members of the Taiwanese public stock paddy ecosystem should include Components of the ecosystem. We also indicate some factors that can be used to describe the characteristics of the PPP of Taiwanese public stock paddy, such as the duration, volume, checking times in the contract. This paper identifies some critical contingencies that may impede and/or enhance PPP, such as incomplete contacts, firms’ specific investments and capabilities, and tension between value creation and value appropriation.The study suggests that members of the public grain industry ecosystem address social dilemmas by implementing rollingcontracts. Grain business firms make specific investments and the government ensures price stability through grain procurement and anti-fraud mechanisms.This fosters a competitive cooperation among ecosystem members, collectively creating value for government national food and food security while generating stable profits for businesses and rice farmers. The conclusions and recommendations of this work will help readers gain a comprehensive understanding of the operational models of public-private partnership relationships and the role and value of partnerships in relevant industries.
