公部門在現代經濟中佔有非常重要的角色,且公部門創新造就及提升國家競爭力,因此公部門創新是公共管理者之重要議題。由於公部門服務創新能力包含多種特性與複雜糾結關聯,且對服務創新能力的構面仍缺乏共識。為此,本研究首先根據文獻回顧及透過 6 位學者專家刪除法與 21 位學者專家模糊德菲法(Fuzzy Delphi)篩選建構服務創新能力之 5 項主要構面和 19 項準則。再邀請 20 位學者專家進行服務創新能力之關聯關係評估,並以模糊決策實驗室法(Fuzzy DEMATEL)、詮釋結構模式及模糊影響矩陣乘法分類法(ISM and Fuzzy MICMAC),分析構面與準則之間的因果關係,確認出服務創新能力決定性因子。最後邀請 20 位學者專家進行服務創新能力之權重關係評估,以分析網絡程序法(ANP)找出構面與準則的權重值排序關係。
研究結果顯示,就構面而言,創新管理能力是影響服務創新能力決定性構面,它影響其他 4 個構面;在準則中,創新領導、創新決策能力及策略管理能力為影響服務創新能力決定性準則。因此,高階領導人要培育擁有創新領導能力,以建立具有服務創新理念並支持鼓勵組織創新及執行服務創新政策,其次,部門要具有創新決策能力,建立部門具有創新服務構想的能力,並與其他機關組織密集合作分享服務知識,且能夠預測和評估服務創新趨勢,最後,組織應具備策略管理能力,以發揮組織所擁有的優勢與加強本身劣勢之處,並能確實掌握外部環境機會與威脅,制定及實施具有執行力與民眾服務需求之服務創新計畫。
The public sectors play a very crucial role in the modern economy and they innovate, promoting nation’s competitions as well. Therefore, the innovations for the public sectors are public administrators’ important issues. Because the public sectors’ abilities on innovations and services comprise many kinds of characteristics and complexly entangled connections, also lacking consensuses on dimensions. Hence, first of all, the research looks back to the literatures accordingly, being in accordance with 6 experts’ elimination methods and 21 scholars’ Fuzzy Delphi selection to set up 5 primary dimensions and 19 criteria for the abilities of services and innovations. Additionally, it invites 20 experts to assess the related relations among the abilities of services and innovations, employing Fuzzy DEMATEL, ISM and Fuzzy MICMAC to analyze the relation between cause and effect of dimensions and criteria in order to assure decisive factors on the abilities of services and innovations. Finally, it invites 20 scholars and experts to assess weight relations on the abilities of services and innovations for finding out the order relations of weight values on dimensions and criteria by ANP.
The research result shows that as for dimensions, the abilities for innovation and management are the crucial one, affecting 4 dimensions. In the criteria, the innovative leadership, the innovative decision-making ability and the strategy management ability are the decisive standards that affect the abilities of services and innovations. Consequently, the senior leaders need to cultivate innovative leadership abilities, setting up innovative service ideas, encouraging the organization innovations and executing the policies of service innovation. Moreover, the sectors should have abilities on the innovative decision-making and service ideas, sharing the service knowledge with other organizations frequently, being able to forecast and assess the tendencies on the innovative service. Finally, the organization should have the ability for the policy management so as to make the most of the organization’s advantages and enhance its disadvantages, being able to grasp opportunities and threats from the external environment, making and executing the plans of innovative services that meet people’s needs.
