NII的願景是任何人都可以利用網路知悉天下事，並做天下事。近年來網際網路已形成全球的風潮，網際網路的發展應用已成為達到NII願景切實可行的途徑。行政院NII小組在三年半前決定以推廣網際網路的普及應用作為我國NII推動的主軸，確立了三年三百萬網際網路用戶的推動目標，由政府結合民間企業共同推動。行政院NII小組也制定推動方案，從健全法規組織、加速網路建設、普及網路教育、推廣資訊應用、發展網路產業、加強研究發展、擴大國際合作、防制網路色情及犯罪等八個範疇積極推動。三年三百萬網際網路用戶的目標已在前年(87年)12月底提前九個月達成。在資訊網站數量上也有顯著的成長。根據統計資料，截至去年(88年)底，國內上網人數已超過四百六十萬戶，我國連網主機數約70萬臺，國內網站也近八萬個，其中又以企業網站佔最多數，超過88%。國內各種網路資訊應用與服務已蓬勃發展。我國要在2010年前，建設成為科技化國家，有具體的策略和做法，NII建設的推動是建設國家發展經濟的主軸。

　　　　　The vision of NII development is to enable people have access to information at any time and at any place. Through promoting the application of the Internet, NII can be developed without much difficulty. In 1997, we set up the goal of "having 3 million Internet users in three years." It was accomplished in December 1999, and was nine months ahead of schedule. Excellent achievements have been attained in many areas, such as: network construction, legal environment improvement, electronic government, international cooperation, prevention of Internet crimes, and special assistance to the underprivileged. In December 1999, there were: 4.6 million Internet users, about 0.7 million host computers connected to the Internet, and about 80 thousand web sites in Taiwan. Diverse Internet applications and services are being developed rapidly. It is our plan to develop ROC into a technologically advanced nation by 2010. For this plan to be realized, concrete measures have been implemented, within which NII development is the main thrust.
