　　　　　權力平衡係國際戰略的主要課題，不惟理論體系龐雜繁多，在落實於決策執行上，亦呈現複雜而多重面向。亞太地區無論地理形勢、歷史文化、種族宗教差異、以及國家發展上，均迥異於歐美西方國家。有趣的是，以不同於本地區內國家特性的美國，卻在地區發展上，扮演相當程度的主導地位，其戰略設計自然對區域影響深遠。本文旨在以權力平衡理論，檢驗美國在亞太地區之戰略布局，從而瞭解實際之風貌為何。
