In order to preserve original data and to enhance the quality of service, library begins to conversevaluable collections into electronic form. Before doing this, there are several issues to be noticed first,such as: copyright of original data; what should be conversed first; what kind of storage media, indexsystem, and access methods to be used.. This article introduces two programs: the University ofCornell's program and the Internet Library of Early Journals ( ILEJ ) program. The program of University of Cornell brings the concept of "Full Information Capture ". Thatmeans the result of digital conversion should be exactly the same data as the original ones. The ILEJ program is the first stage of Electronic Libraries Programme ( eLib ) , organized byUniversity of Birmingham, University of Leeds, University of Manchester, and University of Oxford. Inthis program, they defined standard procedures for data conversion and discussed the possible problemswhich may be encountered in those procedure.
