本文就全球與臺灣通訊市場及發展現況作分析，並以德菲法就2010年臺灣通訊工業之展作預測。所得結果將供關心臺灣通訊工業未來發展之國內外人參考。

　　　　　This paper conducts an analysis on the global and Taiwan communication market and development conditions. Development forecasts for 2010 are made through the Delphi Method. The finding results shall serve as references fro future studies on the development of Taiwan's communication industry.
