隨著民主化之發展趨勢，都市規劃作業中「民眾參與」過程愈發重要。 然而以往受限於溝通管道有限等因素，規劃過程中所強調之「民眾參與」常流於 單向之告知形式，規劃者與民眾之間並不易有充份規劃構想交換之機會。近年來 藉由網際網路之蓬勃發展，其超媒體之角色提供了另一種加強規劃作業互動交流 之契機。本文即擬以網際網路之運用為基礎，結合地理資訊系統、網路資料庫、 模式庫等相關技術，嘗試建立並探討具有資訊提供與模式分析之整合性民眾參與 規劃支援系統之可行性。 回顧目前國內相關網站，雖已有透過電子郵件或討論區方式來加強民眾參與規劃 之作法，不過其並未能針對民眾參與本質之意涵，提供合宜的參與方式，亦未能 有相關執行的配套措施，因此普遍而言民眾參與成效不彰。本文則將針對都市規 劃民眾參與之理論、方式與課題加以回顧，然後再以腳本探討法，規劃電腦輔助 民眾參與之系統構想與方式，同時對台灣現階段相關網站案例進行回顧與檢討， 以分析並擬訂可能課題與對策;最後則以嘉義縣綜合發展計畫擬定過程為例，說 明本支援系統架構應用之可行性並對其成效加以檢討。

　　　　　As the political system becomes more democratic, "citizen participation" takes a more important role in urban planning. Due to the limited communication channels carried over from the past, the "citizen participation" aspect of the planning process is often relegated to the one-way informative pattern, hence urban planners and the citizens cannoteasily exchange planning ideas. Recently, the rapid development of the internet allowed it to become more than just amedium, it provided opportunities for interactive exchanges in urban planning operations. This paper used the internetas the base from which geographic information systems, internet database and other relevant techniques were integrated. The paper attempted to establish a computer-aided citizen participation in urban planning method that possess both information and exchanges of ideas. A review of the existing local web sites revealed that although citizen participation in urban planning was enhanced through e-mail and "chat" exchanges, there was neither an agreeable citizen participation mode and understanding of the nature of such participation nor a relevant and effective set of measures formulated. Hence one could say that participation results were not significant. This paper conducts an in-depth investigation of the theories, methods and subjects involved in the citizens participation in urban planning, formulate a computer-aided citizen participation in urban planning system concept and method. Moreover, a review and evaluation of the relevant web sites is conducted to understand the probable topics and measures that may be executed. Finally, this paper focuses on the case of the Chiayi County Comprehensive Planning Program procedures, and attempt to explain the feasibility of using acomputer-aided system structure and evaluate the results of the program.
