由於資訊科技的變遷和網際網路的蓬勃發展，圖書館正經歷前所未有的變革。迎接二十一世紀的來路，各國政府均紛紛研擬了圖書館資訊服務的策略規劃。美國有《資訊2000 (Information 2000) 》，描繪其圖書館與資訊服務未來發展的方向，新加坡有《圖書館2000 (Library 2000：Investing in a Learning Nation) 》，以創造一個富於學習的國家為職志，全面規畫圖書館事業發展的藍圖。本文從IFLA圖書資訊政策制定的方針談起、由美國圖書館暨資訊科學委員會、新加坡國家圖書館管理局經驗探討我國圖書館事業專責委員會之設量以及未來規劃之方向。

Due to the development of Internet and information technology, the library environment has been dramatically changed in the recent year and will continue to experience rapid and substantial change. This paper started with the introduction of "Guidelines for legislation for national library services" by the IFLA, then illustrated the activities of NCLIS, in the USA and the National Library Board in Singapore. After comparing the difference among the vision from different countries, this author stressed the importance of Suggestions were made for the future strategic planning.
