There is no national farmer’s association in Taiwan. This shortage results in many problems and difficulties in the function of farmers’ association system. Therefore people in agricultural industrial and agricultural administrative sectors feel very regretful and disappoint. The main purpose of this study is to present the argument that to set up a national farmers’ association is extremely necessary. The present study starts from exploring the problems and difficulties for lacking a national farmers’ association in Taiwan. Then it evaluates the advantages and disadvantages of setting up a national farmers’ association and investigates the feasibility of setting up such an association. In addition, the study also examines the experiences of establishing a national farmers’ association in Japan, Korea and other countries, reveals the lesson of such experience for Taiwan, and indicates the necessary structure and function of the national farmers’ association. Finally the present study asserts that it can set up a national farmers’ association successfully through integrating several different farmer associations in high levels.
