駕照是駕駛汽車之許可憑證，駕照定換發是再次確認民資駕駛資格的一項制度，目前我國之駕照每六年換發一次，卻缺乏重新檢核之機制。本研究主要針對向監理單位辦理駕照業務之民眾，調查其對現行駕照換發作業之各項看法，並時進行考領駕照之筆試測驗，以探討已取得駕照之民眾的各項意見與對現行交通法令瞭解法令解程度。經以1,500有效問卷分析得知，60.2％的民眾為普遍駕照無須定期更換；僅38.7％的民眾同意應由本人親自前往監理單位換發駕照，惟對於駕駛人發生重大交通事故或違規行為較多時，則認為應本人親自辦理者提高為67.4％；59.5％的民眾同意辦理換照作業時，應檢核駕駛人身體及心理狀況；71.8％的民眾同意依照駕駛人交通違規或肇事紀錄，訂定不同的駕照在效期限；42.0％的民眾同意於換發駕照時，實施道安講習，惟67.9％的民眾認為應視交通汻規及肇事紀錄來實施。重新筆試測驗的結果，有79.6％的民眾成績不合格，顯示領有駕照之民眾並不見得充分瞭解現行道路交通法令，惟僅有35.1％的民資同意於換發駕照時，重新舉行筆試。另由113位眼科醫師及61位家庭科醫生之問卷調查結果顯示，身體狀況的確隨著年齡增加而降低，未來駕照管理作業之改善，必須考量此一特此。

　　　　　Diver license is the permit for citizen to drive vehicle. The driver's license reissue regulation takes the management mechanism of insure driver has ability to safely operate vehicle. By the considerations of offering greater convenience to the people, the current operations don't reexamine the drivers' ability for keeping the license. This study attempts to collect license management opinions used by questionnaire survey of the legal license drivers and professional doctors, to. From 1500 effective samples, it is found that: (1)60.2% drivers think reissue license is not necessary, (2)38.7% drivers think drivers must reissue license personally and 67.4% consider when serious accident or illegal violent occurred, (3)59.5% drivers agree recheck healthy conditions when reissue license, (4)71.8% driver agree describe different reissue period according drivers' accident and violent record, (5)42.0% drivers agree take safety course when reissue license, and 67.9% consider safety course must based on drivers' accident and violent record. The reexamine result of drivers shows that 79.6% samples are not qualified. The suggestions from 113 eye doctors and 61 family doctors show the healthy situation varied by age, and it must be considered on design of future management.
