Port State Control (PSC) is based on regulations of International Standards such as International Maritime Organization (IMO), International Labor Organization (1LO), United Nations Convention on the Law of the Sea (UNCLOS) and domestic laws of the port states (such as our country) to inspect foreign country ships. The long term purposes of PSC are to gradually reduce ships that do not satisfy international requirements/standards for environmental protection, improvement of seafarers' working environment, and ensuring of safety of ships. This paper describes the key PSC issues, including terminologies, inspection procedures and regulations, clear evidence of deficiency, and Tokyo MOU. This paper also made suggestions to improve the PSC systems of our country to comply with PSC international standards.
