一九八二年四月，阿根廷軍隊進佔屬於英國的福克蘭群島，在歷經一連串的國際調停失敗後，最終演變成雙方的軍事衝突；經過為期十週的戰爭，阿根廷軍隊於福島投降。危機期間，基於共同體的內部團結意識，歐體會員國均對阿根廷實施外交和經濟制裁。然而制裁非但未能阻止衝突雙方爆發戰爭，其內容亦因排除諸多適用範圍，以致效果無法凸顯，且這股團結意識也未能支撐到危機結束。本文認為，一個緊密結合的區域性組織，能促使其成員國家在外交政策上的合作，但若缺乏進一步的利益交集和共同的努力，則無法保證此一合作最終不會瓦解崩潰。
