隨著網路科技的迅速發展,網站揭露隱私權的保護政策與資訊實務,已成為先進國家確保個人資訊隱私權利的基本要事。本研究透過個案深入訪談,發掘影響隱私權揭露的重要因素,並討論網站對此方面的決策過程。本研究主要在提出網站對隱私權揭露決策之概念性模式與命題,以期網站業者、政府與認證組織能夠瞭解隱私權揭露的問題與原因。 本研究發現,網站業者對隱私權保護措施的揭露與否,是揭露與不揭露的因素作用競爭下的決策產物。綜合而言,網站隱私權揭露的決策因素,在外在環境方面包括:1.法令、2.技術成熟度、3.EC市場成熟度與創新擴散階段、4.標章的公信力與效益、5.參考同業標準、6.消費者的關切、7.與合作夥伴的關係;在組織本身及其內在環境方面包括:1.品牌效應、2.組織的立場、3.領導者的態度、4.員工知識、5.其他參與者的意見、6.系統發展的成熟度、7.對營運的助益。
This study is to explore the critical factors influencing commercial Web sites' decisions on privacy disclosures. Following the examination of online privacy disclosures, this study chose five cases for in-depth interviews, and thus found out nine major disclosure factors together with eleven major non-disclosure factors on the privacy policy and statements. In summary, the decision factors influencing privacy disclosures can be classified into the external and internal factors. The external factors include law enforcement, internet technology environment, status of introducing EC model to market, degree of seals' creditability, industrial disclosure level, customers' concerns, and partners' involvement. The internal factors include brand image effect, organizational standpoints, leader's attitude, employees' knowledge, other inside participants, status of EC system evolution, and operational benefits.
