The management of zhou-xian (州縣) was the basic and the most important part of local administrative system, because the magistrates, jr-zhou and jr-xian (知州與知縣), assumed the responsibility for all of the local affairs and they governed the pole directly and extensively. Land Ding-yuan (藍鼎元) was a famous scholar and a district magistrate of the Qing Dynasty. Lang Ding-yuan had many articles and books to sscribe the conditions of Chaozhou (潮州). The paper analyses the local administration including the organization and the progresses of tax, jurisdiction and culture through by “Lu-zhou gong an” (鹿洲公案), the jurisdictional cases of Pu-ning xian (普寧縣) and Chao-yang xian (潮陽縣), and local materials. The descriptions and materials will be useful to understand the operation of local administration. And it will be a good point of view to survey the development of local apparatus, finance, social life and culture in the4 Qing period.
