The so-called mission-bound National Assembly was devised five years ago by way of a constitutional amendment, but the contingent legal framework for implementing the new constitutional institution was never put in place until the Legislative Yuan adopted a package deal to amend the constitution in August 2004. Laws on the organization, the election as well as the procedure of the new National Assembly were hastily passed, but were full of flaws and in conflict with the spirit of the constitution. Nonetheless, the amendments were successfully completed and the Ad Hoc National Assembly went down in history. The entire process presents a valuable lesson which warrants a careful review.
