In the era of knowledge-based economy, the employees' core competency is the critical source to produce a competitive advantage. For governmental organizations, the government employees' quality is one of the important factors of performance efficiency. The basic-level public servants are the main action-takers for governmental knowledge-based economy development. Therefore, we must instill the notion of knowledge-based economy into the basic-level public servants' mind so that they can catch up the movement of knowledge-based economy policies to construct a beneficial society. To understand the framework of basic-level public servants' core competency, we refer to the "Management Excellence Framework" of the United States Office of Personnel Management to develop a questionnaire to evaluate the basic-level public servants' core competency. This research examines the core competency required for basic-level public servants at present and in the future from the perspective of knowledge-based economy. The results will be significant for government to design their human resource management practices.
