According to the statistic data of the Bureau of Labor Insurance, the craft workers had lower premium and higher benefits than other workers in the Occupational Injury Insurance. According to Credibility Theory, the author calculated credibility rate of craft workers, and compared with other workers. The result revealed that there were adverse selection and moral hazard situation for craft workers in the Occupational Injury Insurance, especially in the process of underwriting and benefit claiming because the craft workers had higher credibility rate than other workers, but it existed in some industries. For the principle of social equity, the author suggested that craft workers should be excluded from the current scheme and another worker compensation scheme should be established or a single premium rating system in current scheme should be designed.
