公路隧道安全方面，在設計規劃之初必須考慮到用路人在隧道內的感覺，通常一般人在長期路隧道內因看不到兩端的出口，通常會有封閉空間恐懼的症狀；以及行控中心的角色定位。如隧道發生災變事故 第一階段的指揮權歸屬係以最瞭解現場狀況的行控中心，還是第一到達現場的公警單位？行控中心的自衛消防編組，對於災變事故必須要做到什麼狀況才算克盡職責？還是行控中心僅僅只是通報聯繫相關單位，或是等待請示如何處理？如災變事故昇級至中央層級需要介入時，行控中心人員需要做到何種程度的銜接才算完整。

At the point of road tunnel safety, the feeling of the people in tunnels must be considered at the very beginning step, the design step. The fact that people in the long tunnels are often unable to see both ends might cause syndromes of claustrophobia. Besides, the role of the transportation control center should also be considered. At the event of accidents, the command should come to either under the authority of the transportation control center which knows the real situation in the tunnels best, or the highway police unit which could arrive the scene first? What should the self-guarded fire section of the transportation control center have done to complete their responsibilities? The transportation control center is asked either to merely notify relevant departments, or to just wait for the instruction from upper level. If the event upgrades to the extent that central government gets involve, what is needed to be done by the staffs of the transportation control center to be appropriate.
