為了要達到火災預防，必須制定一套完整性法規，美、日兩國火災預防已達成熟，故分別介紹日本的火災預防條例準則及美國的Uniform Fire Code的制定緣由、目的、範圍、行政措施及分別比較其條例之防火對象物、用火與用電之管理、避難管理、危險物品之管理的異同。並且以火災安全手段：調查火災案例、縱火調查、建築物特性分析，做為臺北市制定火災預防自治條例的先期規劃。火災預防的目的就是在預防火災發生，即便火災發生後也能有處理對策減少損失。
