The human resources, for the purpose to maintain and increase the organizational effectiveness, have become the most important assets in the modern organizations. Therefore, on the human resource management position, it has turned to be a focus that howthe organization should motivate a person to work hard and achieve organization's goals. The present study, trying from the view of value congruence theory, is placed on relationship among quality of work life, value congruence, and organizational behavior. Relying on the data collected from six different company employees, the results of the study show that 1. the more cogruence between employee's value and organization's value, the more happening of employee's organizational citizehship behavior. 2. the more quality of work life, the more congruence between emplyee's value and organization's value. 3. the more high quality of work life, the more happening of employee's organizational citizenship behavior. Through empirically investigating, the management implications on human resource management will be suggested.
