那彥成與長齡是清代嘉道年間疊膺新疆重任的封疆大吏，他們一積極進取，一退讓妥協的治疆理念與作為，恰成強烈對比。雖然後人對渠等功過爭辯殊異，但於當時新疆社會發展與歷史性轉折，具有關鍵性影響。本文以歷史研究法並參照民族學文化多樣及相對功能立場，兼採政治、社會學理論，縱剖因果關係與橫析其政策結構，且著眼於軍事、國防及民族關係發展的整體，做宏觀邊臣疆吏研究上的探討，以便進一步藉由認知清代嘉道時期，對新疆治理政策的缺失與特色，確察其處理宗教、民族的關聯性與重要性，提供日後新疆治理的改進參考。

The comparative study of sovereign policy of Na Yann Cheng and Chang Ling in Sinjiang. Na Yann Cheng and Chang Ling were the government officials in Sinjiang during Ja Dow period in Ching dynasty. One of them was suggestive and progressive, the other was concessive and negotiated ideals and conducts for ruling over Shinjiang, to be an intense contract. We disputed their achievements difference, but the development of current Sinjiang's social and historical reflection in Sinjiang possessed the critical influence. The paper by historical study one reference to cultural variety in Ethnology and in contrast with functional point, as well as the points of Sociological theory. We analyzed this causation and political structure and paid attention to wholeness for military, national defense and racial relationship development, making a macroscope investigation for the territorial study, in order to know the weaknesses and traits about the ruled policy in Sinjiang during the Ja Dow period in Chiang dynasty. We are aware of the connection and importance about religion and races, to provide us with the improved reference for ruling over Sinjiang in the future.
