This project is aimed to redesign procedures of health care referral to Mackay Memorial Hospital, from a process-remodel point of view. In our proposed systems, all data from the referring physician would be electronically transferred to Mackay Memorial Hospital. These data include medical history, treatment summary, working diagnoses and various laboratory and imaging data. The new system would improve the efficiency of the referral process and prevent unnecessary duplication or wasteful use of medical resources. In this project, we design two referral systems, namely passive-inquiry electronic system (via-internet) and active-referral electronic system (also known as electronic bidirectional referral system). We compare then with the traditional manual referral system in the following two areas. Operational Process In viewing the following six aspects of the referral procedures, active referral electronic system offers the most convenient paperless system for both the referring hospital and the receiving hospital (Mackay). Operational Time When compared with traditional manual referral system, active-referral electronic system saves manpower (including time saved for hand-writing and mailing consultation reply forms).
