自人類進入工業化社會以來，城市貧困一直是困擾工業化進程的社會問題。特別是自二十世紀八十年代後，西方工業化國家經歷了從工業社會向後工業社會的調整和轉型，就業、人口和社會福利體制都發生了重大變化，新的城市貧困現象及其相關的社會問題再次引起人們的關注。本文在西方大量研究成果的基礎上，首先綜述了在西方工業化社會城市貧困及其相關的概念的內涵與演變；接著分析了西方國家在就業、人口和福利制度領域所發生的社會經濟轉型變化及其城市人口面臨的相應的貧困化風險；最後總結和歸納了西方社會城市貧困高發的脆弱群體和貧困人口的空間分佈特徵。

This paper presents an overview of urban poverty by analyzing existing concepts and issues in the Western world. Since the 1980s, with the technological progress and the socio-economic transition from a Fordist to post-Fordist mode of production, almost all Western countries have gone through processes of economic restructuring. An increasing heterogeneity and instability of households and demographic features has been experienced in the welfare states. The Western world has witnessed an increase in unemployment, rise in the numbers of public pension recipients, and the escalation of population below the poverty lines in the past two decades, and great concern has been expressed among the academics and governments about the issues such as new urban poverty, underclass, social exclusion, social polarization and spatial segregation which have been seen as the consequences of the economic restructuring, rising welfare burden, ageing and technological advancement characterized by post-Fordism.
