The Government portal site is often simplified as service based on current process and automated structure; however, from e-government management paradigm, reconstructing the organization does help change traditional administration process and move toward e-government. Organization reformation involves adjustment and alteration of organizing capacity. The study tries to observe local government portal site management and explore the factors in organization that may influence the website effectiveness so as to understand current condition in Taiwan's official websites. Through research analysis, the study, based on e-government level, divides Taiwan's local government websites into four categories: user-oriented, novel leadership-oriented, e-service-oriented, and administration-oriented. On the factors that influence website, the study reveals that the more agreeable the administration management is, including outer environment support and administrator's identification, the more characteristics we can find toward e-government management.
